Downloads disappearing!

Can anyone tell me why our downloads to our tablet disappear when it's not connected to the internet? I thought that was the whole idea of downloading them. Get a message, No Downloads, reconnect to Wi-Fi, they are all there. Please don't tell me to redownload the app...been there.
