Downloaded programs to watch without internet

I have a samsung tab 4, android version 5.1.1 and have downloaded programs before without issues to watch when I don't have internet. Now it keeps showing no downloads but when I connect to wifi they are there but once I start watching the app stops working and when I go back in, there are no downloads again until I have internet access again. Can anyone help?
