Will I get charged if I never activate my phone?

I was recently sent a SIM card from Xfinity so that I can move my PH# from AT&T. The AT&T phone was bought out right and was never tied to a carrier (Samsung Note 20). I have been trying to transfer the Phone # to Xfinity but it never gets transferred and after spending several hours on the phone with Xfinity they keep hanging up. 

I am giving up. I no longer want to transfer my service to Xfinity after experiencing this. Will I get charged if I never activate the SIM?

I would call and ask.. but I don't want to waste several more hours on the phone.
