Unlocking Paid Phone's

Why is it a issue to unlock my phone's that are paid for, I've asked 3 times and currently on hold for over an hour attempting to do it. I don't have this much time to spend on a simple task.

Gets better while on hold I get a call from Xfinity Mobile another rep I asked her please can I place you on hold I'm making a delivery I'll be right back sure she says when I get back she hung up and I'm still on hold for an hour and 45 minutes with the other guy who has this much time to be on hold this is ridiculous
