Unable to setup voicemail

I have three mobile phones on my mobile shared plan and one of the phones does not have voice mail.  Other two phones voicemail is fine. When I tried to set up a voicemail on that phone with *86 or holding down the #1 key, I received this message "The wireless customer you are calling is not available at this time, please call again".  Do I need voicemail service activated on that troubled phone?
