technician driving reckless

Tuesday, March 7, 2:00pm, we were driving East bound where I-80 and US-50 merge a Xfinity van driver was tailgating my wife. Shoulder work was being performed by Caltrans and the posted speed limit dropped to 55 MPH. The Xfinity driver was so close to my wife that she could not see any of the Xfinity van's grill. My wife has been a professional bus driver for over 10 years and knows the laws as well as safe driving skills. My wife moved over to allow the Xfinity van to pass us. As the Xfinity van drove pass us, the van entered our lane forcing my wife to take evasive action to partially drive in the right hand lane in order not o be sideswiped by the Xfinity van. I looked over at the Xfinity van as it passed us and I saw that the driver was looking downward to his cell phone that he was holding in his hand. When the posted speed limit changed to 65 MPH my wife changed lanes and we passed the Xfinity van. We saw two things as we passed the Xfinity van, 1 the driver was still on his cell phone and 2 the driver was now tailgating the vehicle in front of him. This Xfinity employee needs to be disciplined. The license plate of the Xfinity van is 13432H2. I have photos of the Xfinity van after he passed us, the road cones are out and the posted speed limit is shown.
