Is this a scam or what?

Was upsold cell phone service and an iphone on Sunday when we called to request repair service to our home internet.  There was a random address in BFE Colorado on our account (I'm in Delaware).  They charged us a "1x service fee" of 35 and change.  They told us the incorrect shipping address, and we immediately corrected them.  We were told that the address had been deleted from our account.  I get an email about 2 hours later confirming the order, and lo and behold, it's being shipped to the incorrect address in Colorado.  We have been on the phone multiple times with Xfinity customer service trying to cancel this order.  Yesterday, we received a "cancelation confirmation number," and today I received an email confirming shipping to the incorrect address!  We just spent hours on the phone, and we were told that there was no record of any cancelation or confirmation number.  One lady said that we would receive "credit to our account" when the "phone is returned to their warehouse."  That phone is headed to some happy new phone owner in Colorado and will never be returned to the warehouse!  When we pointed out that the phone would never be returned to the warehouse, she tried to tell us that they require a signature to deliver the phone!   Ha ha ha!  FedEx does not care who signs for that phone.  She had the audacity to tell my husband that she 101% guarantees that the phone will be returned to the warehouse!  This went on and on for hours.  Just a straight up scam.

More like an address problem than a scam.  And more like an ill-informed CSR.  But not a scam.

No, it wasn't just one person.  We escalated and escalated.  It was every single person we talked to.  We were told over and over again that there were no records in our account of us talking with anyone about canceling the phone.  Then we were told that we would have had to cancel within 30 minutes of our order.  We got suspicious phone calls asking if our internet was working.  I can't cancel the plan, and I can't cancel the phone order until "the phone arrives back at their warehouse."  It's never going to arrive back at the warehouse!  Someone in Colorado now has a new phone and apparently, phone service that I will be automatically charged for every month!
