Can't receive calls or texts after activation which means I can't get my phone set up with the apps I need for work and commute

Device is an iPhone 12 and my number was ported in from Visible. It took a couple of hours to finally get my SIM activated. Data appears to be working but I can't receive calls or texts, which means I can't verify my iCloud account and thusly can't download the apps I use for work and my bus ticket app which is how I commute to work and home. I need to have this phone set up tonight and ready for work in the morning. I don't understand why calls and texts were not activated at the same time as the cell data.

Edit: Apparently, data ISN'T working on the device. It's just showing the bars and number but the phone says its "activated".
