Activating New iPhone 12

I assume that we need to setup the iPhone before putting in the new SIM Card?  Log into our Apple account etc.  Nowhere in the instructions does it say if that is correct or not?  Perhaps it's more logical to insert the SIM first, then setup the Apple Account?  I'm looking at this now but the instructions are still not good:
