Xfinity is trash and they know it.

They have a credit limit of $22 i can claim towards my bill for outages, I know that's the limit because ive hit the limit within 2 weeks, they have a limit because if they let me credit half of the time service is down my bill would be $0.

Edit: i managed to talk to at least 3 helpful employees while all others have no access to previous notes to be helpful and some even straight up hang up on you.

This isn't a billing problem its an outage problem as there are so many outages there would be no bill so xfinity [Edited: "Language"] their customers by giving them a limit on outage credits basically telling us "we know you won't be able to connect for 90% of your billing cycle so you only get to credit $22 off it"
