Wifi On Demand

I bought Wifi ON Demand Three days ago but I cant connect to other devices and always shows me the webpage is not available or that the webpage took to long to respond. I Reseted all the devices and also the settings for the newtwork but still no able to connect is any way i cant solve this ?
