Unable to create people so I can add parental controls

For the past few days, I've been trying to set up people and parental controls. When I try to create a new person, it just hangs. It says "Setting up Steven" (the name of the person I'm trying to set up) and underneath that it says "Give us a moment." However, it never goes any further than this. I've left it overnight and nothing.
