Two phones show as one connected device

My husband’s old iPhone and his new iPhone are somehow showing up as one device. I want to pause the old one for the kids to use without internet access but when I pause that one, it pauses his new phone also. When I look at the device details on ‘my network’ it shows the new phone details. How can I separate them?
