I have this garbage too...randomly comes and goes. usually after restarting the phone.
i contacted xfinity via twitter, didnt get much of an answer

This service installed with the latest Samsung security update on about January 30th. It is a fix for some Samsung devices on Xfinity mobile that were having issues connecting to various Xfinity WiFi hotspots. You can turn off the notification by going to Settings/Apps/Xfinity WiFi Settings/Notifications and turning it off.
