downtime option

Why am I not given a downtime option on my desktop?  I am given that option with phones and other devices.

Downtime can be setup online or via the application:

To set a scheduled pause, select a profile and then select the gear icon in the upper-right corner. From the profile settings page, select Create Schedule next to Downtime. Select the type of schedule you wish to set - Anytime, Bedtime, Homework or Dinner - and personalize the schedule name and select Next. Then, select the day(s) of the week for the scheduled pause, pick the Pause (start) and Resume (end) time and select Apply.

Yes, but why does this seem like it is working backwards. I setup the device to be able to access the internet during specific times. Within that time frame it does not work yet the gateway says it's connected. Then when I flip the times and apply that the internet works fine and there is a pause icon on the guest logo, not to mention a button that says wake up like I can remotely turn the internet on early if necessary... Does this sound backwards to you?
