ACTIVE TIME

Hello.  I have active time on and when I click on person it show currently active with green dots.  When I look at graph it clearly shows bars of use but no apps.  I then try to trouble shoot device and it comes up with red exclamation point saying unable to test.  I then go back and recheck and they are still on currently with green dot.  Can someone put a block on so it will not report all information?
