Unable to update user permisions

Trying to change a user to have manager permissions and am met with "Hmm, the page didn't load correctly" every single time i click on the "change permissions"

This is now "resolved" but only in the sense I had to call CSA and have them manually elevate the specific user to manager for me. The app, chrome, edge, multiple computers and phones, all continue to error when loading user permissions.
