I have several accounts as a primary account holder that I manage. Comcast, for my safety and security, expired my passwords. I tried to log into the accounts but get the message that only the primary account holder can reset passwords and there are no phone numbers associated with the secondary accounts. When I log in with the primary account, I get the message This account is no longer active. Users cannot be added. because I moved and my current residence doesn't offer comcast services.
How do I reset and use a secondary email address associated with my primary account that IS active?

Hey there, @ERICS12. You would need to process the password change process with the Xfinity ID associated with the Comcast email address. Typically, the first half of the Comcast email address will pass as the Xfinity ID portion. You can perform the password reset here. If the secondary email accounts do not have secondary email or mobile number recovery options, we would have to refer you to our Customer Security Assurance team for additional assistance with password recovery options.
