Roles and Permissions- can't verify contact info

I'm trying to add someone in roles and permissions. However when I try it says:

You can't make these changes right now.

Need to verify contact info.

When I click the go to contact information bar, it takes me to the info which is all correct.

I've tried logging in and out, clearing the cache, uninstalling the app and reinstalling. Nothing helps. There is no way to verify contact info is correct (which it already is correct).
