"Restricted Section" When Trying to Set Up Autopay

I am the Primary on my Xfinity internet account, but when I try to set up autopay, I get an error page that says "Restricted Section" when just a button that says "Back to My Account". 

Why is this happening? How do I set up Autopay?

It was an issue with Safari. It worked when I tried on Chrome.
