Locked out of account

My elderly mother has an account that is requiring a password reset. She can't receive the two step verification because her cell number has changed. I can't get anyone on the phone to help me. I just need to change the cell number to receive her two step verification so that we can reset her password. I'm locked out of account as well as her email. Please Help.
