Getting error 'Looks like you can't make changes to this plan. Please contact the account owner to continue'

Trying to start a new plan at a new address but getting this error.

Hello @user_281423, thank you for wanting to keep us part of your home as you move. Hopefully, your move goes quick and easy, especially in the heat. You'll typically see that message when your user role doesn't have the necessary account access to make changes. Are you signed in as the primary user or possibly a manager?

@XfinityMarcos​ I am signed in as this account. I don't think I have ever touched any settings such as primary user or manager.
