Error code ADBF40003 when shopping Internet service

I got error code ADBF40003 when I try to see available Internet plans by clicking on "Shop for Internet service". The pop-up page says "Looks like you can't make changes to this plan. Please contact the account owner to continue." whereas I myself is the account owner. Could anyone give me a hand here?

I am also getting this error. Has Xfinity ever responded to you with how to fix the issue?
