Creating new xfinity id/changing address for existing one

I already have an existing xfinity account but it has been inactive for the past year. My apartment is under a bulk community plan with xfinity and I cannot change the address in my existing account. I can't create another xfinity id either as I can't get past the phone number & code part. How do I proceed with managing my specific unit's wifi?
