Comcast arbitrarily cancels my HD upgrade on bulk service every year

My complex provides Comcast cable and we have a Comcast account with an HD upgrade package at $8.95.  Every August Comcast arbitrarily cancels my HD package.  Last year a rep got it reactivated for me but this year after 2 hours on chat I am no further along and they keep telling me I have to set up a new service.  Based on my previous interaction I know it’s just a matter of reactivating service..  I have also confirmed that my complex still has Comcast contract.  Any assistance will be appreciated.  Thank you.

Hello user_lwdu02. To confirm, you would like to add HD channels to your bulk package and you currently do not have them anymore?

Yes I did have the HD package set up on separate account billed monthly.  My August billing statement shows service canceled.  I am trying to reactivate this service.  As an aside, I did not cancel this HD package.  Concast arbitrarily canceled this.
