Can't update contact methods or other account elements

I have tried 3 browsers, incognito mode, and my phone to attempt to enable my multi-factor authentication and change my payment/contact details. All attempts lead to the below error. I have tried for over a week. The support chat bot is incredibly stupid. Is the website's failings going to be addressed or can I work with a human. A customer service rep could get my account stable in under 15 minutes.

I also appreciate you sharing the troubleshooting steps you’ve already tried, that kind of information can be incredibly helpful for others reading along.
Just to make sure we’re on the right track, are you currently connected to your home network? Or have you been experiencing any internet issues that might be getting in the way? Are you using a VPN? 
I’m here to help however I can and we'll get this sorted out together.
