Can't access billing section of website

Hi, I am signed in as the primary user (the only user) and still when I try to go to "Billing" I get "Restricted Section, As a secondary user, you cannot access restricted areas of M y Account".  Please help.  When I click from there right over to the users tab, it clearly says under "User Role" "Primary You have control of all services, billing features, and other users on this account".
