Xfinity prepaid VISA rebate card
I have a $400 Xfinity prepaid VISA rebate card. I was able to do a transaction for about $50 with it on my Xfinity Mobile bill. After that, it gets declined everywhere: at my water provider, my insurance provider, even at Xfinity cable. I called the number on the card and she said it got locked due to so many declined transactions. She then said something amazing...the Xfinity prepaid VISA is meant for general shopping and wont work for insurance bills, utilities, or cable bills (like at Xfinity!).
I thought the card could be used anywhere VISA is accepted?

Yes, they are meant to be used for shopping, not to pay bills, especially Xfinity bills in this case. This is common practice for incentive debit cards.
Personally, I transferred the $ for the two that I received to my Amazon account which doesn’t expire.

The terms of the deal state clearly that "This card can be used anywhere Visa debit cards are accepted." The Xfinity payment page allows payment from "New credit/debit card". Other Visa debit cards work on Xfinity payments.
If this incentive restricts where one can use the Visa debit card, they should not be saying "This card can be used anywhere Visa debit cards are accepted." in the terms & conditions.
That is deceptive.
