Why offer phone promotions and then state that I'm eligible for 0 payment plans.

Been Xfinity customers with home internet and phone line for quite some time. Have excellent credit and still "nope." The promotions where part of what drew us to Xfinity. I need better service than ATT and am looking at Visible as a better option than Xfinity without promotions.
