Why mobile support is blocked for users with internet mainaince in his area

As in title: each time whenever is a INTERNET problem or even INTERNET maintanace (and for past week it was more than 3 times over 6h period of timef for my region) WHOLE support is blocked. I understand that maybe you blocking users from getting know when internet would be back but WHY YOU BLOCK XFINITY MOBILE USER to reach XFINITY CUSTOMER SERVICE ?? you calling support to fix your phone problem and you will get precorder 5 minute information and it wont let you get agent on the line.
