Why am I getting a message that says I am roaming when I place a call?

This is from my cell phone.  Any number I try to call i get a message saying "you are roaming", and the call doesn't go through.

If someone tries to call me they get a message about voice mailbox is not set up, and my phone doesn't ring.

I can send a receive text messages and use other apps.

My house phone is also on Xfinity. If someone tries to call my house they get the voice mailbox message. 

I can place calls with my house phone. 

Internet and TV are functioning properly.

I've been through several iterations of tech support calls which have not resolved the problem yet.

Finally got the problems solved this afternoon. Modem was reset multiple times, the phone line was disconnected and reconnected, and I spent hours on the phone over the last 2 days with Xfinity tech support. We had a technician scheduled to come to the house to investigate the hardware for tomorrow morning. For some reason resetting my cell phone (Settings-> General management-> Reset-> Reset all settings) at the direction of a sweet first level mobile tech named Amy solved all my problems.

If anyone can explain why this worked, I would sure love to hear it!
