Unlocking run around

I am now 72 hours with no cellular service because Xfinity with not unlock MY device.. not their device.. MINE. Everyone I speak to tells me 24-48 hours. It has beed 85+. I live by myself and have no cell service. What happens if I need to call the police.. or the fire department? It's completely illegal to keep this phone locked up when it is my device. How do I go about lodging a formal complaint?
