trying to set up watch plan Esim and getting Error 109

I have a Samsung Galaxy Watch4 Classic paired to a Samsung Galaxy Note 20 Ultra 5G. When I try to set up the data plan the QR code on support site and get "Your code isn't valid or it's already been used" error. When I don't use the QR code I get "Your service provider hasn't been set up your plan yet". Both devices are brought over from my previous carrier, and have no issues with my phone right now. I have a screenshot of the Device info provided by this error page.
