transferring SIM to eSIM on the same phone

can I transfer my line/account from physical SIM to the eSIM on the same iPhone 13 mini - therefore opening up my physical SIM for an international carrier?

In theory, yes.  But you will have to find someone in support who understands what you are trying to do.  They will need to replace your device (even though it’s the same physical device).  When they ask for IEMI, give them the IMEI2 value.
