Tokenization request is declined. Reason Code: 481 Reason Message: The order has been rejected by Decision Manager
I'm trying to subscribe to a new mobile line. I'm getting the following error: Tokenization request is declined. Reason Code: 481 Reason Message: The order has been rejected by Decision Manager. Any idea how to fix this issue?

To send a "Direct Message" to Xfinity Support:
Click "Sign In" if necessary
Click the "Direct Messaging" icon or https://forums.xfinity.com/direct-messaging
Click the "New message" (pencil and paper) icon
The "To:" line prompts you to "Type the name of a person". Instead, type "Xfinity Support" there
- As you are typing a drop-down list appears. Select "Xfinity Support" from that list
- An "Xfinity Support" graphic replaces the "To:" line
Type your message in the text area near the bottom of the window
Press Enter to send it.

For those who are struggling with this issue and being asked to provide multiple cards, try this for a resolution.
I was receiving this error, spent six (6) hours trying to resolve it. The solution was to add the card I was paying with as the payment method on my account. Once the card was added I was able to complete the purchase.
