Suspended stolen

I have suspended a line on my account TWICE, I have bought the phone, IN FULL, they

keep reactivating it, and using ALL MY COVERAGE, why won’t this stop? Do I literally have to call the police? It’s used in south bend, I’m in Kokomo.
