Roaming Fees despite buying Global Pass

I accepted global pass as soon as I saw it on my phone but was still charged $97 in roaming fees. 1-they should do it sooner. 2-they should allow it for retroactively upon arrival into the country, it seems predatory to have it lag before it initiates.
