Replacment phone ording glitch

I have tried to buy a new phone to replace a existing phone that I brought in from Verizon.   After 4 phone calls they tell me there is a Glich  in the system and I can not place an order.  The last rep said they would call me back the next day and that was atleast 5 days ago.  Should I drive over an hour to a store or just buy a phone from the manufacturer directly and hope to get it swapped over with out a lot of trouble

I got it resolved at store and hour away. I guess big corporations don't give works enough flexibility to fix issues.
