Rebate cards

I believe Comcast committed fraud by enticing me to leave ATT and come to Comcast Mobile by giving a $200 gift card for every line transfered.  It's been 7 months and 16 phone calls and 14 opened tickets and nothing.  Spending endless hours on hold and or being disconnected after being placed on hold for almost an hour.  FCC complaint being filed with copies of all tickets, phone logs to Comcast and emails proving this fraud.
