Phone service being cancelled

For the past 6 months I have had my phone shut off every month. I moved to an area that doesn't have Xfinity service, but was reassured that my phone service would stay free and active. It hasn't. I have spoke to many people regarding this issue and every time I'm told the same thing, yet every month those conversations were useless because my phone gets shut off.  I've had four tickets made to stop this. Why haven't those calls worked. Someone is very incompetent. I hope this will stop. Thank you!
