Phone hasn't shipped.

On May 16, 2023, I ordered a phone. It's now June 7, 2023, and the order has not shipped. I've spoken to a handful of agents who tell me different information. I no longer want Xfinity mobile and like a refund, but they tell me I must refuse the phone at my door first. Can anyone help me understand this? I feel 100% scammed.
