My phone was stolen at fedex

My daughter has been working so hard to buy herself a iPhone 13 and me being a single mom I couldn’t afford it so when she had enough she spent all her money on a iPhone 13 waiting for fedex to drop it off I didn’t even sign for it they left it and she was so excited opening it but when she opened it there was no phone and the imei was scratched off now xfinity won’t replace it or even let me open another line till the investigation is over. I am a single mom and can’t afford to just buy another phone for her.. Please Xfinity help my daughter
