Mobile promo

I purchased an internet and mobile bundle with a Black Friday promo last November ( internet + mobile for 35 dollars ) and the bill is still coming in. I have spoken to numerous agents but they keep telling me that it will be refunded soon. (Some even walk away without even talking to me.) What can I do to get my promo back, I am spending so much time on this.
