Mobile Hotspot Speed Throttled on by the gig?!

I was trying to use the mobile hotspot on my iPhone 11 for the first time in a while.  If I did a speedtest on my phone I was getting 70-80Mbps.  When I plugged my phone into my computer, I could only get 0.5Mbps at the most.   I tried this on two different laptops, one windows, one mac, same result.  It didn't matter if I connected to my iPHone 11 with a cable or over wifi, same result.  

I am on the By the Gig plan, so my hotspot should not be throttled, but this is clearly what is happening.  Anyone else have this issue?  I am on the By the Gig plan from a year ago, not the new 5G plan.  In either case, it should not be throttling.
