Mobile hotspot not available on new phone

I’ve seen posts in the past with this same issue but my iPhone 11 pro I just upgraded to from a note 8 does not have a working hotspot. When I try to turn it on I am directed to the XFINITY mobile site. Is this something that can still be fixed on the back end by xfinity?
