Missing Iphone 14 promax

I got a package but empty inside it. A piece of paper with no phone. It has been over a month and still issue is not resolved. I go to police station and they do not accept to file a report since the package was delivered and Xfinity does not process further without that. Xfinity is not cancelling the order. I am here paying the fee for the phone and services I havenot received.
