Misled about iPhone Xfinity Mobile promotion in Jan. 2023.

I moved to a new location in Jan. 2023 and called Xfinity about that. At the same time, I asked about lowering my bill. I was told that if I signed up for Xfinity Mobile, I would receive a free iPhone 12 and this would reduce my entire Xfinity bill to lower than what I was paying before. I was told that for being a "valuable Xfinity customer" this would come with no contract, and I was not informed of any other criteria to qualify for the promotion. I also confirmed the expected monthly payment with the representative multiple times. Once I started receiving bills, my total bill was 3x what I was promised and I was also paying for the free phone. I canceled Xfinity mobile, but am still being charged for a phone I never agreed to pay for. I have been calling for months, and my issue has never been resolved. Customer service representatives have only told me there is no longer a promotion like what I was promised and tried to sign me up for other promotions without resolving my current issue. Is there a way I can get more effective help from Xfinity? At this point, I'm considering filing formal complaints with the government and potential legal action since Xfinity will not resolve this themselves and these are the only other options that seem available to me.
