I am charged for mobile sevices

I was scammed into signing up for a “free” iPad by a Comcast agent saying I will be charged $35 for Comcast internet and $29 would go towards the device which would technically make it free as the internet service is $60. 
but now my internet bill is $55.

I would like to get re compensated for this scam.

I also talked to an agent today and the said that I am stuck with the device and mobile payments for 2 years after which I will have to call Xfinity to cancel the mobile line. Meanwhile the internet bill has been increased for all customers by $20 and there is nothing I can do about that either.
