How does this work with a locked phone?

I asked the customer service, and she implored me that it works just fine on locked phones. All of our phones were bought through our previous provider. I don’t even need to really know how it will work. I’m just worried I was sold a lie in order to go through with the purchase.

our phones are AT&T, if that matters.
