Exceeded attempts to upload photo ID

I need to upload my driver’s license in order to complete my iPhone order. But after a few attempts failed because it wouldn’t just let me upload previously taken better photos, it’s locked me out saying I’ve ‘exhausted’ my attempts.

so what do I do now? Does it reset after so much time has passed, do I need to go into a store, what?!
